Haley is probably and abandoned hunting dog and was a stray for quite a while, probably staying alive by scrounging in dustbins and eating what people would leave out for her. Finally she was caught and brought to PAWS.  It took a little but she settled into the routine and learned that people aren't all horrible. Having said that, she is still somewhat hesitant and not 100% sure of the human touch - she has yet to learn that people will no longer be mean to her. She is probably only used to living outside in a cage with many other dogs, allowed out only on hunting days, and being chastised if she doesn't get it right. She will need kind, patient, understanding people who will work with her and give her the time she needs to grow her confidence in everything and show her that there is a good in the world.
