Maxine was abandoned at the shelter. We don't know if she is a failed hunting dog, an unwanted family pet, or a breeding bitch not producing enough or the right sort of puppies. Whichever of those it might be, she is lucky to be out of the situation.
Being a Beagle she is a happy, good-natured, easy-going dog so long as she can see what is going on around her. She likes to have people visit her in her pen and enjoys attention. Ignore her at your peril because she takes offence and will bark at you until she gets a reaction - even if it is only a a few words from you.
Ideally she would like to be with a family that has time for her and will take her for walk or play games with her. Giving her something to hunt for by smell will probably keep her happy for quite a while.
We don't know whether Maxine has ever lived in a home or had any training so her new family may have to start from zero. But Beagles are intelligent, if a little stubborn, and she will learn fast.
